Iowa LTAP’s Paul Albritton earns ICEA Special Service Award

Iowa Local Technical Assistance Program (LTAP) Technical Training Coordinator Paul Albritton got a special end-of-the-year surprise at the Iowa County Engineers Association (ICEA) Annual Meeting, where he received the association’s Special Service Award.

“I am humbled and honored to have received this award,” Albritton said. “It’s a pleasure to work with and serve Iowa’s county engineers and the ICEA.”

The award is given to one to two individuals each year in recognition of their many contributions to the engineering profession and their continuing efforts to bring credit to the field of county engineering. It honors those who have made contributions to ICEA, all county engineers, and the county engineering profession nationwide. Albritton was one of two recipients in 2025.

“I nominated Paul for several reasons: his long-term commitments to provide motor grader and flagger training to so many county employees, year after year. He always provides enthusiastic training and does very well at keeping the audience engaged,” said Black Hawk County Engineer Cathy Nicholas, who also serves on the ICEA’s Nominations and Awards Committee.

She continued, “Paul has a real passion for serving local agencies; you can see that when you talk to him. He is always professional and enthusiastic when teaching. I appreciate his can-do attitude.”

Nicholas said the committee also wanted to be sure to acknowledge Albritton’s contributions before he fully retires from Iowa LTAP.

Albritton joined LTAP in his current role, then a newly created position, in 2014. After more than a decade working full time in the position, he reduced his hours to half time in June 2025. Prior to joining Iowa LTAP, Albritton worked for the City of West Des Moines as its operations specialist for over eight years.

Iowa LTAP Director Keith Knapp previously received the ICEA Special Service Award in 2021.
